Updated FY2025 Unified Planning Work Program (UWP)
The current FY2025 UWP has been administratively modified to make more specific the expenditures that Battle Creek Transit/Transportation Authority of Calhoun County (TACC) intend to make with a Congressionally Directed Spending grant received for startup investment for the TACC. The $1,500,000 federal grant is expected to be invested in the TACC for Intelligent Transportation Systems licensing and hardware; various computer and communications equipment; planning, route design, and marketing services; vehicle wraps for rebranding the existing fleet to the "Ride Calhoun" brand; and the purchase of up to 6 fleet expansion vehicles. The updated FY25 UWP is available here and on the left navigation menu of this page, under Publications. Public comments on this modification are welcome to BCATS staff. BCATS Committees will be informed of this administrative modification at their regularly scheduled April meetings.
Public Participation Plan (PPP)
THE BATTLE CREEK AREA TRANSPORTATION STUDY (BCATS) HEREBY GIVES NOTICE of opportunity for public comment on the final draft of the BCATS' Public Participation Plan (PPP), as part of a 45-day minimum public comment period extending from April 2, 2025, until the Battle Creek Area Transportation Study Policy Committee meeting scheduled for May 28, 2025, at 1:30pm. The PPP identifies the public participation process for transportation decision making within the greater Battle Creek urbanized area which includes City of Battle Creek, City of Springfield, Bedford Charter Township, Emmett Charter Township, Pennfield Charter Township, Leroy Township and Newton Township.
FY2026-2029 Transportation Improvement Program (TIP)
THE BATTLE CREEK AREA TRANSPORTATION STUDY (BCATS) HEREBY GIVES NOTICE of opportunity for public comment on the final draft of the BCATS 2026-2029 Transportation Improvement Program (TIP), as part of a public comment period extending from April 2, 2025, until the Battle Creek Area Transportation Study Policy Committee meeting scheduled for May 28, 2025, at 1:30pm. The TIP identifies a four-year program of transportation projects in the greater Battle Creek metropolitan area. You may use the Michigan Transportation Program Portal to view and provide feedback on BCATS area projects, or, provide feedback directly to the road/transit agency, or provide feedback to BCATS staff.
Updated Air Quality Conformity Report
A new air quality conformity report for the Kalamazoo-Battle Creek Limited Orphan Maintenance Area (covering Kalamazoo, Calhoun, and Van Buren counties) has been created by MDOT to include the Marshall Modernization projects (various highway projects affecting I-94, I-69, M-96, and M-311 within the Maintenance Area). BCATS Policy Committee resolved to support this conformity report at its January 22, 2025 meeting. The final report is available here.
FY2023-2026 Transportation Improvement Program (TIP) AMENDMENT #16

The sixteenth amendment to the current FY 2023-2026 TIP is available for public comment. The amendment will be presented for local approval by BCATS Policy Committee on March 26, 2025. Amendment #16 consists of actions identified in the amendment list, available here.

FY23-26 TIP Project List from document with Maps
The FY 2023-2026 Transportation Improvement Program (TIP) for the BCATS area was unanimously approved by both BCATS' Technical and Policy Committees on May 11th and May 25th respectively. The full document was transmitted July 1st to MDOT for State review and was forwarded to Federal officials for final review and approval, granted 9/19/22. The new TIP will go into effect on October 1, 2022, the first day of FY23. The list of projects selected for the FY23-26 TIP was also transmitted July 1st to MDOT through JobNet, the State's online database program for managing transportation improvement projects, and is also now Fed-approved for the selected projects, particularly those planned for FY23 implementation, to proceed after October 1st. The establishment of the new TIP for FY23-26 with FY24-26 projects added to FY23 projects carried over from the previous TIP is considered Amendment #1 to the FY23-26 TIP.
